Sadly, the solution may be simply dollars and cents.  Make it too
costly for governments and nations to support and hide terrorists.
You support a terrorist organization, your country is attacked.  If you
catch a terrorist, you turn him over, either to the country that has been
injured, or to an international tribunal, but you turn him over.  Or your
a** (and your citizens) get kicked.

Sorry, but that the way it is.
