US Government plan on drugs

Some time ago the law on drugs was passed. I am curious if anybody
remembers, but my recollection is that the government is NOT allowed to
negotiate the prices of the drugs in the plan.

Does anybody know if this is correct?
If it is correct, does anybody know what the rationale is? Certainly in
this plan the government would have the leverage to push the prices down.
