Yes, the government is not allowed to negotiate for lower prices under the
Medicare drug plan.  I suspicion the real rationale behind it was to appease
the drug companies while still being able to get some sort of drug plan
passed in order to say they had accomplished that.  There are so many drug
lobbyists in Washington that it would probably be almost impossible to get a
bill like that passed without favoring the big companies.  :-(
